A pool repair kit is a patch and an adhesive, and the single question that sorts this shelf is whether it works underwater. Wet-applied vinyl patches use a solvent adhesive that cures in the absence of air and can be pressed onto a submerged liner — which matters because the alternative is draining a pool to reach a two-millimetre hole. Dry patches are stronger and need the surface emptied, dried and often abraded. A kit that does not say which it is, is usually the second. The second thing to check is what the patch is made of, because it has to match the substrate: vinyl or PVC for a liner and an inflatable ring, reinforced PVC for a drop-stitch spa wall, and neither for a polyethylene solar cover, which almost nothing bonds to reliably.
